According to Dr Sharib:
"Al-Muta'ali is the One Who in His majesty, glory, and power has no
equal, is free from all limitations and is beyond understanding and
wisdom."
To emulate this name we advised to do our utmost to be guided by the
will of Allah and to pray to Allah in all sincerity and humility. We are told to
adorn Him and exalt Him ever and always.
Appropriate invocation serves to provide the solution to difficulties.

Some other references:
He knoweth the Unseen
And that which is open:
He is the Great,
The Most High.
Al-Ghazali refers to this name as meaning the same as another Beautiful Name
viz. Al-'Ali , although its form has been intensified.
(Al-Ghazali - The Ninety-nine Beautiful Names of God. Trans. Burrel/Daher: ITS: 1992.)
The difference between Al-Muta'ali and Al'ali is described as one of
intensification. I offer, as nothing more than opinion, the following
rationalisation of this.
It may be noted that the verse from the holy Qur'an, cited above, differs
from the Verse of the Throne, in which Al-'ali appears, in respect of its
specific mention of the Unseen. That the unseen world prefigures in its
operations, actions, and events, the seen world - and in some way is the
essence of the seen world - is well known to the enlightened. That the
unseen world itself is governed 'from above' by various grades of being
such as the Abdal is known by the knowing ones.
Though in both cases the reference is to the same "All-High" and that is
above any relativity, the difference lies in respect of the context of the
description. Al-'ali is referred to in the context of the heavens and the
earth, whereas Al-Muta'ali is referred to in the context of the Unseen. In
as much as the Unseen is more intensive than the seen world (because
it is the very model of the seen world), the term can also be thought of as
more intensive. But this is not easy to follow and can be ignored as
speculative if the reader prefers. God knows best.
