According to Dr Sharib:

'Al-Bari' is the One Who brings from non-existence into existence'.

Emulation of the name involves trying to acquire a sense of proportion
and perspective and appropriate invocation is associated with fertility in
a woman.

Some other references:

Al-Ghazali considers the three Names of Al-Khaliq, - the Creator,
Al-Bari' - the Producer, and Al-Musawwir - the Fashioner, together -
pointing out that they refer to facets of creation. Al-Bari' reflects the
quality of initiating into existence things according to the plan and the
exact proportions that are required. (See also Al-Khaliq and
Al-Musawwir).

(Al-Ghazali - The Ninety-nine Beautiful Names of God. Trans. Burrel/Daher: ITS: 1992.)

The reference to the three aspects of bringing into being from
non-existence are linked in the Qur'anic reference to the glorification of
God given by all things. In sufism there is a known state (hal) in which the
seeker may hear the glorification of God that is inherent in each and
every thing. Some people think this means that all things recite the name
of the Essence 'Allah'. In our view the truth is more subtle and more
simple than this. Indeed it is possible that the implication of "al-ism
al-azam", (the hidden Greatest Name) is hinted at in this verse but we
do not want to speculate further on what God has chosen not to reveal.
